The lakes around Pucón and Villarrica are one of Chile's most sought-after areas for second homes and leisure parcels, and a magnet for foreign buyers. They are also where land paperwork most often goes wrong.
The "parcela de agrado" trap
A 1980 law (Decree Law 3516) allowed rural land to be split into half-hectare plots, fuelling a boom of "parcelas de agrado". Many were sold as "rights" (cuotas) in a shared property rather than as individually registered lots, creating "communities of fact". If that's what you bought, you may own an abstract share, not a defined lot, which blocks selling, mortgaging and building.
Cabins built without permits
It is very common to find cabins, lodges and homes built without municipal permits. These can usually be regularized through the "Ley del Mono" (Law 20.898) before the local Building Department, if they meet the requirements and were built within the legal timeframe (currently extended to 31 December 2027). This is essential to rent, sell, insure or run the property as a tourism business.
